Private restrictions are
established by land developers rather than actual public agencies and
are comprised of both a burden to the land, as well as a benefit. In
doing so, it is a burden to a landowner when the actual usage of the
land by the landowner is restricted. In contrast, it is a beneift to
the landowner when he or she has the right of enforcement against
other landowners.
